Why can't I type into the PDF?
The fillable PDFs work in Adobe Reader (free), Preview on Mac, and Apple Notes. They will not work in most browser PDF viewers. If you only have a browser viewer, download the file first then open it in one of those apps. Or use the Printable version and write by hand.
How do I import the Notion template?
In Notion, click the gear icon then Settings & Members, then Import, then Markdown. Choose the .md file you downloaded. Or open the file in any text editor, copy everything, and paste it into a new Notion page.
